Background and Discussion:
On March 27, 2020, the President signed the Coronavirus Aid, Relief, & Economic Security (CARES) Act to help communities respond to the COVID-19 pandemic. CARES included funding to add capacity to the U.S. Department of Housing & Urban Development (HUD)'s Emergency Solutions & Community Development Block Grants. The Coalition for the Homeless (CFTH), as lead agency to The Way Home CoC, has recommended the rapid expansion of housing to individuals experiencing homelessness. This Community-wide COVID-19 Housing Program (CCHP) will do this in several ways, including via rapid re-housing rental assistance, case management services, income support services, residential rehabilitation service, and comprehensive behavioral health support services.

Rapid Re-housing will provide for medium and/or short-term rental assistance, landlord incentive fees, and case management that includes, but is not limited to, connecting clients with mainstream resources; providing housing search and placement services; and engaging in creative problem-solving conversations. Income Support will provide employment and career counseling and follow-up through job placement and case management and the comprehensive health support and residential rehabilitation services will assist with mental health.
